PMS is a critical tool used by agencies to plan and budget the maintenance of their most valuable asset, the network of roads.  We partner with cities to help develop their own pavement management program (PMP), update the inventory and strategize their approach to not only maintain their asset, but to also improve it for better quality of life of their residents.

To fulfill this task, we utilize our team of pavement engineers, GIS experts, and certified inspectors, who are highly trained in collecting the network data, updating PMP and GIS databases, and developing strategic plans. Our in-house Director of Asphalt Engineering and Pavement Design is an expert in developing life cycle models for different types of pavements with different applications to accurately estimate their remaining life. This information eventually will help our Pavement Management team come up with the most cost effective and practical maintenance and rehabilitation plan to address the needs of the agency in coming years.

Twining’s team is well versed on different PMS software (i.e. Micropaver and Streetsaver). They can update your existing software with the latest version, or transfer your existing database from one to another, depending on your needs.

Our Pavement Management team initially will set up a meeting to review the objectives and deliverables. We will also collect all available data maps to import  into our database. Depending on the condition of the data, our GIS team will develop/update the GIS map of the agency’s network. The map will be transferred to our PMS software for further analysis. Based on the developed/updated map, our PMS team will produce a list of available sections and samples within the network. Random samples will then be selected for further data collection in the field.

Our data collection team goes through rigorous training every year to assure the quality of their work, and also to minimize the variability of their data. Moreover, at the beginning of each project, our team will calibrate their data collection method by individually collecting data on a preselected test strip (three different samples within the project)  and comparing the results. This will help to improve the accuracy of our data throughout the project. Our team collects and records the field data in accordance with the latest ASTM Standard D6433 using tablets. This will significantly reduce the time of data entry and helps prevent possible errors.

The collected data will be transferred to the office. Our engineers in the office will run statistical analysis on the collected data to assure its quality. Then the data will be transferred to PMS software, and all network analysis will be performed.

After the initial analysis, we will generate a draft report. We will present our initial findings and plan. The outcome of our meeting will be transferred to the software. Any additional sections, or samples requested will be created, and the associated data will be collected.

Based on  our findings in the field and discussion with the agency, we will develop a final report which incorporates the details of the existing condition of the network, per section. Also, we will develop maintenance and rehabilitation options for the agency based on different scenarios. Our typical scenarios are the following:

  • Estimated Pavement Condition Index with no budget (in 5 years)
  • Estimated Pavement Condition Index with a constant budget (in 5 years)
  • Estimated required budget to achieve a certain PCI (in 5 years)

In addition to the above-mentioned reports, we can develop other reports per the request of the agency.

At the end, our team will present the final findings to the city and will deliver the hard copy and soft copy of the report to the agency. A copy of the updated software and database will also be delivered to the agency. Depending on the need of the agency, Twining’s team can provide training sessions for the personnel of the agency as well.
